Gangs in Middle America: Are They a Threat?   [open pdf - 561KB]

This document provides an examination of gang history, gang migration, and gang structure. The documents review of Indianapolis, Indiana's experience with gangs illustrates how a 'big small town' in the heart of the United States can become a new target for gangs from other areas of the country. "No city, town, or neighborhood is totally immune from the threat of gangs. The first step in prevention is for those in authority to study the underlying reasons for gang formation - structure, nurturing, need to belong, economic opportunity, and excitement. If communities meet these needs, gangs will have a hard time establishing a foothold."
