"The Civilian Defense organization was a mechanism designed to enable the Washington agencies to answer the question which was thrown at them continually by civilians by civilians all over the country, namely, in this defense emergency, and in the war emergency, what can I, as an individual, do to help? So we worked out a plan of operation which provided, first, an interstate system of police; second, an interstatic system of fire; third, an interstate system having to do with transportation; and four, we later got into all kinds of questions, such as scrap, nutrition, education, facilities, and so on, which I will discuss in more detail as we go along."
