"This guidebook was developed to give the police and community groups options for addressing any controversy surrounding the police use of excessive or deadly force. Even after pursuing formal avenues like criminal prosecutions and civil litigation, we are still left with the need to address the underlying, unresolved concerns. We have laid out some practical guidelines for resolving community disputes involving excessive or deadly use of force disputes. A conciliation approach is an effective method for resolving police-community conflicts. Thus we would like to share CRS professional conciliators collective experience."
