"Executive Order 13347 sets forth the role of the Federal Government in effectively addressing the issue of Individuals with Disabilities in Emergency Preparedness. This document meets the Executive Orders requirement that the Council submit an annual report to the President which describes the following: Achievements of the Council in implementing the policy set forth in Section 1 to 'consider during emergency planning the unique needs of agency employees with disabilities and individuals with disabilities whom the agency serves'; Best practices among Federal, State, local, and tribal governments, private organizations and individuals for emergency preparedness planning with respect to individuals with disabilities; and Recommendations of the Council for advancing the policy set forth in Section 1. This Report to the President includes background information on disaster and emergency preparedness needs of people with disabilities; an overview of efforts to integrate these needs into the nations preparedness efforts; a description of the implementation of the Executive Order; an accomplishments summary; and recommendations."
