The sixth public hearing of the National Commission on Terrorist Attacks Upon the United States was held December 8, 2003 on Capitol Hill. The one-day hearing focused on "Security and Liberty." This testimony was part of a panel entitled "Government Organization and Domestic Intelligence". Barr is the executive vice president and general counsel of Verizon Communications and a former attorney general of the United States. In his testimony, Barr addresses the idea "of severing 'domestic intelligence' from the FBI and creating a new domestic spy agency akin to Britain's MI-5."
