The seventh public hearing of the National Commission on Terrorist Attacks Upon the United States was held January 26-27, 2004 in Washington, DC. The two-day investigative hearing developed facts and circumstances relating to border and aviation security, two central aspects of the Commission's mandate. This testimony was part of a panel entitled "Aviation Security on 9/11: The Airlines". In this statement, Andrew P. Studdert discusses the role of the airline industry and the government in our security system, including United Airlines' commitment to security; a review of the events of September 11 as experienced at United; and some brief recommendations the Commission might consider.
