The third public hearing of the National Commission on Terrorist Attacks Upon the United States was held on July 9, 2003 and addressed the theme of "Terrorism, Al Qaeda, and the Muslim World." This testimony was part of a panel entitled "States and Terrorism". Mylroie is an adjunct fellow at the American Enterprise Institute and the author of "Study of Revenge: Saddam Hussein's Unfinished War Against America". Her testimony looked at state sponsored terrorism. Mylroie argues that there is no new source of major terrorist attacks on the U.S -- they were state-sponsored--and remain so. That this is not understood is the result of a major intelligence and policy failure that occurred in the 1990s. Her testimony asserts that there is significant evidence to suggest that Iraq was involved in major terrorist attacks on the US, and that it is due to bureaucratic obstructionism in the US and UK that such evidence has not been brought to light.
