The second public hearing of the National Commission on Terrorist Attacks Upon the United States was held on May 22-23, 2003 in Washington, DC. The Commission heard testimony on Congressional oversight as well as the state of the aviation security before and after the September 11, 2001 terrorist attacks. This testimony was part of a panel entitled "Reforming Civil Aviation Security: Next Steps". In this statement before the Commission, Steele shares his views on the nation's civil aviation security system and what security improvements have and should be made in order to continue to strengthen that system. Steele also offers his perspective on the state of civil aviation security as Assistant Administrator for Civil Aviation Security from 1990-1993.
