The second public hearing of the National Commission on Terrorist Attacks Upon the United States was held on May 22-23, 2003 in Washington, DC. The Commission heard testimony on Congressional oversight as well as the state of the aviation security before and after the September 11, 2001 terrorist attacks. This testimony was part of a panel entitled "Affected Constituencies". In this statement before the Commission, Representative Shays addresses the effect of the events of 9/11 on his constituents in Connecticut's Fourth Congressional District. Shays also draws from his experience as chair of the National Security Subcommittee which sought to examine the terrorist threat at home and abroad.
