The second public hearing of the National Commission on Terrorist Attacks Upon the United States was held on May 22-23, 2003 in Washington, DC. The Commission heard testimony on Congressional oversight as well as the state of the aviation security before and after the September 11, 2001 terrorist attacks. This testimony was part of a panel entitled "Commission Mandate and Objectives". In his statement before the Commission, Senator Lieberman points out that any potential budget problems the Intelligence Community may have been having prior to 9/11 should not be laid at the feet of Congress.
