The sixth public hearing of the National Commission on Terrorist Attacks Upon the United States was held December 8, 2003 on Capitol Hill. The one-day hearing focused on "Security and Liberty." This testimony was part of a panel entitled "Preventive Detention: Use of Immigration Laws and Enemy Combatant Designations to Combat Terrorism". Martin is the Warner-Booker Distinguished Professor of International Law at the University of Virginia Law School and a former general counsel for the Immigration and Naturalization Service.
