"The Report provides an extensive accounting of the operation and administration of the Fund and of the final resolution of all claims. The Fund is a unique Program created in the aftermath of the tragic events of September 11, 2001. This Report is comprised of five parts. Part One of the Report describes the legislation creating the Fund, the development and implementation of the Regulations and basic policy decisions that guided the operation and administration of the Fund. Part Two outlines the substantive guidelines adopted by the Fund to evaluate and pay claims, as well as the administrative process established to accomplish these tasks. Part Three sets forth various issues that I believe should be considered in the event there are any future efforts to establish a similar 'compensation program.' Part Four sets forth, in chart format, the demographics of the claimant and victim population, the processing statistics and the breakdown of the distribution of awards. Part Five is an appendix containing relevant Fund documents and information that were posted on the Fund's website."
