"The effective management of information technology is critical to federal agency success, and required by law. This report assesses the strengths and weaknesses of the Department of Homeland Security information management technology infrastructure, including the position of Chief Information Officer (CIO), and the challenge of ensuring connectivity between the department's 22 organizations. The report is based on interviews with employees and officials of relevant agencies and institutions, direct observations, and a review of applicable documents."
