Serial No. 88: This document provides the transcript of a hearing before the Subcommittee on Immigration, Border Security, and Claims on May 18, 2004, to examine the operations of the Department of Homeland Security and the State Department in deterring and preventing alien smuggling into the United States. The hearing examines new initiatives and proposals that might help "push the border out" in combating alien smuggling on all levels, such as: strengthening the sentencing guidelines for alien smugglers; devoting more resources and officers to uncover and disrupt alien-smuggling networks at source and transit countries; working with foreign law enforcement to do the same; creating a rewards program for informants to provide valuable information to law enforcement about alien-smuggling operations; creating another "S" visa category for alien-smuggling informants; and providing more outreach to the public .
