"Operation Weed and Seed is a comprehensive strategy to help communities with serious crime problems bring together people and resources to prevent and control crime, and improve the quality of life in neighborhoods. The Weed and Seed strategy aims to prevent, control, and reduce violent crime, drug abuse, and gang activity in designated high-crime neighborhoods across the country. The program encourages coordination, leveraging of local resources, using benchmarks to evaluate progress and sustainability of effort. The Community Capacity Development Office provides national leadership, as well as, management and administration of the program. This application should describe your local strategy, developed within the guidelines for 2004, and explain how you will implement that strategy for the first two to five years."
