"This document provides an overview of the incident command system (ICS) for those transit personnel who are working with it for the first time. It explains the purpose, terminology, organization, and objectives, and provides graphics to facilitate understanding. It provides information on the functions used in the incident command system to organize and expand response to an emergency event. It addresses the responsibilities of the incident commander, the command staff, and the general staff for the operations, planning logistics, and finance/administrative sections."
