As a result of Iran's continued sponsorship of international terrorism and aggressive actions against regulated/moderated shipping in the Persian Gulf, President Reagan issued Executive Order 12613 on October 29, 1987 imposing an embargo on all Iranian goods and services. This Executive Order was expanded and ratified by President Clinton on May 6, 1995 through Executive Order 12959; a response to continued Iranian development and pursuit of weapons of mass destruction. While travel and NGO activity are licensed and permitted to Iran, the sanctions remain among the strictest in U.S. implementation. This document outlines all aspects of the U.S. sanctions on Iran, as well as showing the development and ratifications that have occurred since the initial actions by President Reagan.
