This report on "The FBI's Counterterrorism Program Since September 2001" was submitted to the tenth public hearing of the National Commission on Terrorist Attacks Upon the United States, held April 13-14, in Washington, DC, for the panel on "FBI Leadership and Initiatives post 9/11." This report outlines the organization's plan to enhance it's ability to predict and prevent terrorism through overhauled counterterrorism operations, expanded intelligence capabilities, modernized business practices and technology, and improved coordination with FBI partners. This report describes a comprehensive plan in place to transform the agency and to enhance its ability to predict and prevent terrorism. This plan to develop and refine counterterrorism efforts consists of seven basic elements which are described in detail within the report, including: prioritization, mobilization, centralization, intelligence integration, coordination, information technology, and administrative reform.
