What the Joint Force Commander Needs to Know About Countering the Effects of Adversary Propaganda   [open pdf - 2MB]

This Joint doctrine provides the Joint Force Commander (JFC) with limited practical guidance on how to counter adversary propaganda. Slobodan Milosevic's use of propaganda during Operation ALLIED FORCE highlights the need to prepare for this asymmetric threat. The joint force will likely face a future adversary who attempts to use this tool. This threat might surface at any level of war, and across the spectrum of conflict. Ingenuity and motivation may be a future adversary's only limitations. The JFC can implement three categories of measures to counter the effects of propaganda. All of these recommendations can be implemented with existing resources.
