On December 17, 2003, President Bush issued Homeland Security Presidential Directive (HSPD) 7 to establish a national policy for Federal departments and agencies to identify and prioritize United States critical infrastructure and key resources and to protect them from terrorist attacks. Defintions of terms used in the directive are referenced and 31 policy statements are issued. The policy statements define what the directive covers and the roles various federal, state, and local agencies will play in carrying out the directive.
