Senate Hearing 106-145: From the opening statement of Judd Gregg: "[The purpose of this hearing] is the ongoing effort that this subcommittee on appropriations has made and the Congress has made to address the issue of terrorism, and make sure that the manner in which we are approaching the terrorism issue is a coordinated one, so that we have a plan as to what we are going to do relative to the three elements. One is the international issue of intelligence. Second is the threat to American facilities both abroad and in the United States. And third is the question of coordination with the local communities and State agencies that are going to be responsible should an incident occur."
