Nonlethal Weapons Debate   [open pdf - 65KB]

The purpose of this study is to examine the issues currently being debated about the development and employment of nonlethal weapons. This article first briefly establishes its own position in the debate--by listing the advantages that nonlethal weapons represent--and sets forth necessary background. It then discusses legal, ethical, and policy issues concerning their use; the missions envisioned for NLWs; and their implications for rules of engagement. It concludes that nonlethal weapons have much potential value for the U.S. armed forces and national security policy makers.
