The purpose of this document is prescribe policies and responsibilities of the Department of Energy (DOE) for compliance with the agreement, including the associated protocol, between the Government of the United States of America (U.S.) and the International Atomic Energy Agency (IAEA) for the application of safeguards in the U.S. (hereinafter designated the "agreement" and the "protocol").
