This report discusses the evolving roles of local, state, and federal government in legislating and implementing policies on surface transportation. The discussion addresses the local, state, and federal use of federal funds in implementing surface transportation policy and the responsibilities afforded to each. Whether the local, state, or federal government is responsible for delegating and implementing surface transportation policies with federal funds is further discussed in the report. An historical account of the federal government's role and responsibilities in surface transportation policy from 1789 until 2009 is also included in detail.
