This Center for Disease Control, "Supplement to the National Advisory Committee on Children and Terrorism," provides recommendations to the Secretary. "In order to adequately address the special needs of children, public and mental health agencies, and other emergency responders, must involve education agencies and schools in their planning processes. Local level coordination is essential, but a good deal of planning occurs at the state and national levels. Collaboration at these levels is also necessary. The best way to address the needs of schools is through collaboration between public health, mental health, medical care, education, emergency management, law enforcement, fire, homeland security, and transportation."
