This testimony compilation from the March 4, 2003 hearing, "U.S.-Russian Cooperative Threat Reduction and Non-Proliferation Programs" before the U.S. House Committee on Armed Services discusses the "Department of Defense U.S. Cooperative Threat Reduction and Department of Energy Nuclear Non-Proliferation programs. These programs combined comprise about $1.75 billion of the national defense budget being requested by the President for Fiscal Year 2004."
