DHS: The Path Forward, Hearing Before the Committee on Homeland Security, House of Representatives, One Hundred Eleventh Congress, First Session, February 25, 2009   [open pdf - 2MB]

From the opening statement of Chairman Bennie G. Thompson: "The committee is meeting today to receive testimony from Secretary Janet Napolitano on 'DHS: The Path Forward.' [...] We called this hearing this morning 'DHS [Department of Homeland Security]: The Path Forward' because this Department cannot afford to remain stuck in the same place doing things the same way and somehow expecting a different outcome. But before moving forward, one must first assess the condition of the road in one location on the road. You now oversee a Department that has an annual budget of over $40 billion and a work force of over 200,000 people. DHS is on the GAO [Government Accountability Office] high- risk list because of challenges it faces in implementing and transforming 22 separate agencies into 1 fully functional Department." Statements, letters, and materials submitted for the record include those of the following: Bennie G. Thompson, Peter T. King, Emanuel Cleaver, Janet Napolitano, Charles W. Dent, Henry Cuellar, Peter A. Defazio, Bill Pascrell, Jr., James A. Himes, Lamar Smith, Gus M. Bilirakis, and Steve Austria.
