"The Committee on Health, Education, Labor, and Pensions, to which was referred the bill (S. 3678) to amend the Public Health Service Act with respect to public health security and all-hazards preparedness and response, and for other purposes, having considered the same, reports favorably thereon with an amendment in the nature of a substitute and recommends that the bill (as amended) do pass. The purpose of S. 3678, the 'Pandemic and All-Hazards Preparedness Act' is to improve the Nation's public health and medical preparedness and response capabilities for emergencies, whether deliberate, accidental, or natural. S. 3678 amends the Public Health Service Act (PHSA) to reauthorize Title I of the 'Public Health Security and Bioterrorism Preparedness and Response Act of 2002' for a period of 5 years. […] After the terrorist attacks of September 11, 2001 and the subsequent anthrax mailings in October, Congress passed the 'Public Health Security and Bioterrorism Preparedness and Response Act of 2002' (P.L. 107-188) to improve the Nation's ability to respond to acts of biological terrorism. However, several years later, issued reports indicated the need for additional Congressional action."
