"In March 1992, Director of Central Intelligence Robert Gates requested that a task force, which was headed by Lockheed Corporation COO Robert Fuhrman, examine a variety of issues concerning the future of the National Reconnaissance. Their recommendations concerned, inter alia, the NRO's role in the development and operation of overhead intelligence systems, its organizational structure, and the location of its program offices.
