Congressional Budget Office Cost Estimate: H.R. 1803: San Diego Water Storage and Efficiency Act of 2007   [open pdf - 12KB]

"H.R. 1803 would authorize the Secretary of the Interior to conduct a study to determine the feasibility of constructing a water project in cooperation with the city of San Diego, California, and a local water authority. Assuming appropriation of the authorized amounts, CBO estimates that implementing H.R. 1803 would cost $3 million over the 2009-2013 period. Enacting the legislation would have no effect on direct spending or revenues. H.R. 1803 contains no intergovernmental or private-sector mandates as defined in the Unfunded Mandates Reform Act and would impose no costs on state, local, or tribal governments. Any costs the city and local water authority might incur through the cooperative agreement would result from complying with conditions for receiving federal assistance.
