This chronology lists the non-significant international terrorist incidents in 2003, beginning on January 22 and ending November 21. December produced no non-significant incidents. "The U.S. Government's Incident Review Panel (IRP) has determined that the following incidents meet the criteria for non-significant international terrorist incidents. An International Terrorist Incident is judged non-significant if it does not result in a loss of life or serious injury to persons, major property damage (more than $10,000), and/or is not an act or attempted act that could reasonably be expected to create the conditions noted."
