On November 27, 2002, President George Bush signed the 911 Commission Bill authorizing intelligence programs vital to United States security, and creating a national commission to investigate the events of September the 11th, 2001, and the years that led up to that event. The President announced that he selected Dr. Henry Kissinger as chariman of the commission.
