This Department of Justice report assesses the risk of terrorist or associated criminal activity with off-site consequence analysis (OCA) posting on the Internet. It is the result of the Chemical Safety Information, Site Security and Fuels Regulatory Relief Act (CSISSFRRA) signed on August 5, 1999, which requires public access to information on a possible threat via an Internet OCA Internet posting.
