"President Bush directed the U.S. Department of Homeland Security (DHS) and the Federal Bureau of Investigation (FBI) to work more closely than ever with our state and local public safety partners to ensure the nation's security during the critical period we are entering from Independence Day to Inauguration Day. Our highest shared priority is to prevent and deter terrorist attacks on American soil. In order to accomplish this goal, it is essential that the eyes and ears of our nation's 700,000 state and local law enforcement officers be trained on those circumstances and individuals who may pose a threat. To assist state and local law enforcement in this mission, we have disseminated a roll call training video entitled, 'Vigilance: Patrolling in the New Era of Terrorism,' to approximately 20,000 agencies nationwide."
