Cancellation of the FY 2005 Homeland Security Grant Guidance Requirement: Multi-Jurisdictional Prevention and Response Plan Development for an IED Event [open pdf - 20KB]
"The FY 2005 Homeland Security Grant Program (HSGP) guidance included a requirement that all urban areas and designated metropolitan areas develop multi-jurisdictional prevention and response plan(s) based on the Homeland Security Council National Planning Scenario for Improvised Explosive Devices (IEDs) (FY2005 HSGP Guidance, pp. 50-51). In order to allow grantees to focus on HSPD-8 implementation, the Department of Homeland Security (DHS) has cancelled the multi-jurisdictional prevention and response planning requirement. Urban and designated metropolitan areas do not have to develop prevention and response plans for the IED scenario, nor must they validate those prevention and response plans through an operations-based exercise."
