"Urban Areas and metropolitan areas designated by their State are required to develop and test their Tactical Interoperable Communications Plan (TICP) with a full-scale exercise. However, with the cancellation of the Multi Jurisdictional Prevention and Response Plan (MPRP) (Information Bulletin #187- August 18, 2005), the Office of State and Local Government Coordination and Preparedness (SLGCP) no longer requires grantees to use the Improvised Explosives Device (IED) scenario to test the TICP. The IED scenario was highlighted because of the high probability of that scenario occurring. However, Urban Areas can validate plans and assess interoperable communications capabilities with alternate scenarios. In addition, Urban Areas are reminded that they must first submit their TICP to the State Administrative Agency (SAA) and then SLGCP for approval prior to conducting an exercise."
