In considering the federal government's role in funding transit safety and security initiatives, several issues will need to be addressed, including (1) developing federal funding criteria, (2) determining the roles of stakeholders in funding transit security, and (3) selecting the appropriate federal policy instruments to deliver assistance that may be deemed necessary by policymakers (e.g., grants, tax incentives, etc.).
