"World events have conspired to increase the threat of the use of chemical and biological weapons. The end of the Cold War brought on unemployed and disenchanted weapons specialists and scientists from the former Soviet Union, the rise of religious fundamentalism in southwest Asia, state-sponsored terrorism, and blurring of the lines between terrorism and traditional warfare. As the threat of biological and chemical terrorism continues to evolve and the number of states which have the capability to develop biological and chemical weapons programs grows, both military and nonmilitary emergency response personnel must be prepared to respond to attacks involving biological and chemical weapons.
